in regards to powering up spells via your two options mentioned mid-post, here are some thoughts.

1) the power-ups are plentiful, but are not whole. i.e. you collect fragments or shards of a sword, etc.

2) the power-ups are few and permanent, but not generic. In a certain part of the castle, you find a katana, which increases the speed of your attack spells. In another, you find a sword like Excalibur, which does tremendous damage. In still another, you find a black onyx sword that drinks the life from enemies and replenishes yours.

3) the items you find and collect can be used to customize your arsenal.. by casting alterative spells, you can re-forge your sword with different qualities, like the weapon customizations in RE4 or the camera leveling-up in Fatal Frame, to increase different qualities at the player's choice.
